Postsecondary Education; revises eligibility for participation in optional retirement program for State University System; provides fee exemption for certain postsecondary students; provides for naming entity within state university for living person; provides that students enrolled in Programs in Medical Sciences are graduate students for purposes of enrollment & fees; provides for recalculation of grade-point averages, etc. Amends FS. APPROPRIATION: $200,000.
