Economic Development; provides legislative intent for certain career & technical education programs within comprehensive programs of study in high schools; requires freight forwarders to provide warehouse receipts or copies of airway bills or bills of lading for certain purposes; creates "New Product Transfer Enhancement Act"; revises duties re Digital Media Education Coordination Group; creates Florida High-Speed Rail Authority, etc. Amends FS. APPROPRIATION: $4,800,000.
