Water Supply Policy; specifies additional requirements for comprehensive plans re water resources, water supplies, & water supply plans; requires evaluation & appraisal report for building water supply facilities to include work plan; exempts use of nonpotable water for fireflow purposes from regulation as utility; provides legislative intent re reuse of reclaimed water, etc. Amends 163.3177,.3191, 367.022, 403.064,.1835; repeals 403.804(3).
