Capital Collateral Representation; provides for middle & southern regional offices of capital collateral counsel to continue to be administered by regional counsel; provides for private counsel to be appointed to represent persons in northern region in capital collateral post conviction proceedings; requires Capital Cases Commission to review operation of private counsel; provides for appointment of counsel within northern regional office, etc. Amends 27.701,.702,.703,.709,.710,.711.
