Appropriations Implementing Bill; provides accounting requirements for state universities for 2003-2004 fiscal year; requires Elderly Affairs Dept. to fund certain community care services & core services for elderly; authorizes CFS Dept. to transfer funds within family safety program; authorizes CFS Dept. to procure contractual services of outsource operation of Northeast Fla. State Hospital; provides copayment requirements for state employees' prescription drug program, etc. Amends FS.
