JOINT RESOLUTION by Klein

Apportionment & Redistricting; constitutional amendment to require that, in legislative & congressional redistricting, in addition to constitutional requirements, districts be compact; where practicable, use existing political & geographical boundaries; where practicable, preserve communities of interest; & not favor incumbent, political party, or another person. Amends s. 16, Art. III.
