State Contracting; prohibits agencies from entering into contracts for commodities or services with contractors not registered or participating in federal work authorization program; prohibits DOT from entering into construction & maintenance contracts with contractors not registered or participating in said program; provides for phased compliance with requirements, etc. Creates 287.0575, 337.163.
