Expressway Authorities; Revises provisions relating to certain expressway authorities; revises membership of an expressway authority in specified counties; prohibits certain activities by board members & executive directors; provides for an ethics officer; requires disclosure of certain relationships & interest; provides for code of ethics policy; requires approval by governing board of county for toll increase by an expressway authority in specified counties.
