Health Care; provides for issuance of Medicaid numbers to certain children; revises powers & internal structure of Health Dept.; establishes criteria for emergency medical services training programs; provides for clinical trials to be conducted on use of drug Secretin by nonprofit provider; provides legislative intent re Medicaid estate recovery; creates Task Force to study Collaborative Drug Therapy Mgmt.; creates Minority HIV & AIDS Task Force, etc. Amends FS. APPROPRIATION: $300,000.
