Local Government Accountability; revises duties of Legislative Auditing Committee; revises reporting requirements of Auditor General; provides for additional information to be provided to DMS in actuarial reports re retirement systems & plans & provides procedures therefor; provides for notification of DOR & Banking & Finance Dept. in cases of noncompliance & authorizes withholding of certain funds, etc. Amends FS.
