Teacher Education [SPCC]; deletes requirement for State Board of Education to adopt rules providing opportunities for nondegreed teachers to earn reading credentials; revises criteria for evaluating competency of educators who graduate from teacher preparation prog.; requires applicants for Critical Teacher Shortage Student Loan Forgiveness Prog. to commit to teaching for 3 years in critical subject shortage area; establishes Fla. Quality Education Council, etc. Amends FS.
