Clerks of the Circuit Court; Clarifies responsibility of person released from incarceration regarding enrolling in payment plan for outstanding court obligations; requires clerk to establish terms of payment plans; specifies circumstances under which moneys held in reserve may be used; provides procedures for release of funds; revises provisions governing transfer of certain funds from Clerks of Court Trust Fund to General Revenue Fund; requires clerks to develop uniform payment plan form; requires orders & notifications for traffic citations & suspensions to include information regarding payment plans; designates clerk as entity responsible for collecting payment of court obligations.
