Motor Vehicles & Highway Safety; revises provisions to refer to "traffic crash" rather than "accident"; authorizes FHP to employ certain persons as traffic accident investigation officers; provides penalties for certain violations re change of identity of motor vehicle or mobile home; directs HSMV to enter into contract for motor vehicle inspection program; creates "Fla. Clean Fuel Act"; authorizes certain use of modulating headlights by motorcycles, etc. Amends FS.
