Transportation Dept.; creates turnpike enterprise; increases debt-service cap on transfer of 7 percent of state transportation revenue to Right-of-Way Acquisition & Bridge Construction Trust Fund; authorizes certain entertainment expenditures for seaports; establishes Safe Paths to School program; creates process by which governmental entities & sign owners may enter into relocation & reconstruction agreements re outdoor advertising signs, etc. Amends FS.
