Agriculture & Consumer Services; amends provision re special risk membership; authorizes Agriculture & Consumer Services Dept. to lease or lend equipment to governmental entities that have fire/rescue responsibilities; revises references re pasteurized milk ordinance & milk sanitation; prescribes requirements re veterinarians who may inspect animals for disease; creates "Rural & Family Lands Protection Act", etc. Amends FS.
